Namayanja rallies Teso leaders to prioritize service delivery monitoring

Friday 5th May 2023

The NRM Deputy Secretary-General, Rt. Hon. Namayanja Rose Nsereko has rallied leaders in the Teso sub-region to prioritise the monitoring of service delivery programs in their areas of jurisdiction, and particularly to monitor the implementation of the Parish Development Model, the emyooga funds, and all other poverty alleviation programmes.

"It's just encouraging you to play your part, to monitor these programs, to ensure that you have lists of those who have received these monies, but also to know how much money has gone to which circle in which parish in which sub-county, and to have a list of that. Because once the PDM succeeds, then the community succeeds, and the party succeeds,"  Namayanja said.

Rt. Hon. Namayanja made the call yesterday as she led a consultative meeting on the implementation of the NRM Manifesto in the Teso Sub-region at the Galaxy Hotel in Ngora district. The objective of the meeting was to monitor the progress of implementation and key priority areas in the region.

Namayanja emphasized the need to monitor service delivery and called upon leaders at all levels to join the government in the fight against household poverty. She encouraged leaders to work closely with the party, pledging the party's support towards the same.

The meeting brought together the LC3 chairpersons for Southern Teso, the sub-county NRM chairpersons, and leaders of security institutions to take stock of what the government has done over the last two years in the implementation of those programs and the party manifesto.

Uganda's ambassador to Nigeria, Amb. Nelson Ochenger noted that there have been challenges, and now they want to hear from these people what those challenges are, and together they can agree on what needs to be done to address them.

"The primary objective of this engagement is to encourage everyone to be part and parcel of the implementation of government programs so that whatever resources are released from central government to local governments are optimally utilized to offer services to the population," said Ambassador Nelson Ocheger.

The Mayor of Kumi Municipality, Mr Richard Ochom, who also addressed the meeting, thanked the President of the Republic of Uganda for the engagement and the organizers for calling the frontline workers of government, as well as the party leaders of the NRM at the county level, and the LC3 chairpersons who are the real implementers of their manifesto. He also raised concerns about Members of Parliament who do not know their roles and want to play the roles of councils, emphasizing the need for induction to understand their limitations.

"We appreciate the government of President Museveni because since the creation of the municipality, honestly speaking, we are moving on very well. I think that's the reason why the people of Koba municipality voted for President Museveni 100%," said Mr Richard Ochom.

Mr. Augustine Otuko from the Office of the NRM National Chairman, said the engagement was well-received, and the attendees left feeling optimistic about the progress that can be made with increased collaboration and accountability.

Overall, the consultative meeting aimed to enhance the implementation of the NRM Manifesto in the Teso Sub-region and ensure that the party's development agenda is effectively implemented for the benefit of the people.

The team led by Rt. Hon. Namayanja, will today, Friday, wind up the two-day manifesto implementation consultative tour with a meeting of leaders in Soroti.
